Extract from the Surveyor General's minute of the 9th Sept. 1890.
With regard to Mr. Maloch's case, it is evident that some misunderstanding appears to have arisen with regard to his antecedents as stated in the Despatch, but how the mistake arose I am unable to explain. The real facts appear to be as follows; he was appointed clerk (not Foreman) of works on 2nd March 1881 at $1600 per annum, with the addition of $360 for quarters. In September of the same year he was transferred to the Treasury Valuer, and returned to the Public Works Department in January 1886 as Assistant Engineer at $1920 per annum, rising to $2400 by yearly increments of $240 per annum, with $360 for quarters.
